In a bowl, combine cornstarch, soy sauce, sesame oil, oyster sauce, ground ginger, cayenne, cold water, 5 spice powder and pepper.
In a wok or large skillet, stir-fry the beef in oil until brown. Remove and keep warm.
Add the garlic, ginger paste, red pepper flakes and cashews to the wok. Stir fry for one minute.
Add oyster sauce and water. Stir.
Add broccoli and sugar snap peas. Cover and cook for three minutes.
Add the sauce and stir until thickened.
Return the beef to the wok and cook until hot.
Serve over cauliflower rice or regular rice.
